I know one GM who used to spend five minutes on a long winded description of, let's say, a dungeon room. It was too much, and he put way too much effort into trying to get us to be immersed in his world. On the other hand, I've seen the opposite as well where a GM friend of mine doesn't do any descriptive work at all... he just plays by the numbers and the whole thing is like a board game. Which is fun in it's own right, but isn't really as great as when you have someone who has the right Narrative Touch. My friend David Kahn has just the right touch. He knew exactly of what you speak, and he did it consummately well. In one sentence (or maybe two) he could set the mood, the tone, the vision and context of a scene by dropping in a few choice details that made everything clear. Narrative Description is a GMing Skill like all others. It requires finesse, a light touch, and is very much like seasoning. Too much, and you spoil the broth.
