From my Last Sun campaign, I give you RPGPundit Presents #77: The Grand Floating City of Lol.
A domed city on a flying island so high there's no air around it. Founded by the Techno-Walruses, it became a haven for a cosmopolitan mix of all kinds of species and people.
For hundreds of years, the government of Lol was shared by the democratic republic of Techno-walruses, merchants, and other citizens on the one hand, and by the Grand Council of Wizards on the other. The Wizards, among the most powerful in the entire world, protected the city, and made it a center for the study of magic.
But a couple of years ago, everything went horribly wrong. The robot-wizard BOLT-1 turned the Guardian Robot police force of the city against the organic populace, seeking to Exterminate all organic life. The Wizard Council stopped them, but only at a great cost, with most of their number dying. Revolutionary forces who had long resented the Wizards special powers and privileges rose up against the republic, only to be opposed by a group of wizard reactionaries ruled by the powerful but totally crazy Archemaster.
Lol is a high-tech science-fantasy city caught up in the throes of a multi-factional civil war. The Republic, the Revolutionaries, the Less Violent Revolutionaries, the More Violent Revolutionaries, and the Wizard's Council are fighting block-by-block to rule the city, along with street gangs, black marketeer frogmen, pacifist techno-walruses, survivors of the sezrekhan-zombie-plague, and followers of strange cults. As well as the evil Bolt-1 and his army of robots hiding in the shadows, waiting for their chance to exterminate all life in the city.
RPGPundit Presents #77 has descriptions and details on all the major areas of the city, how to get there (and get out), the various factions, and detailed random encounter tables for each of the different regions controlled by the various factions (or no-man's land).
